Appellate judges are excluded in violations of the law. NINTH CIRCUIT NEWS Alex Kozinski covered up his close friend District court judge Howard Matz' crimes, by secretly excluding two other appellate judges in this appeal, then ruled on the motion himself. This was not the first time he had intentially failed to follow the law in this case, to prevent the public from hearing about the crimes he was aiding in the covering up in the District wherein he is a sitting Chief!
