"Under color of law" means that the person doing the act is using power given to him or her by a governmental agency (local, State, or Federal). Enforcement of these provisions does not require that any racial, religious, or other discriminatory motive existed.

42 U.S.C. § 1983 is a federal statute that allows people to sue the government for civil rights violations. It was enacted as part of the Civil Rights Act of 1871. It applies to anyone who, under the authority of state law, deprives a person of rights, privileges, or immunities secured by the Constitution and laws. The statute authorizes monetary and injunctive relief for the party injured.

"Killercop.com™" is an internet-domain intended to explore and open for discussion actions of various entities that are alleged to be illegal - unlawful, or both. The site explores legal concepts of illegal police activity or other activity conducted under alleged "color of law" or "color of authority" and provides various examples of this conduct.

The examples may be taken from actual cases, or may be fictional scenarios designed to illustrate specific issues of conduct as it may correlate to issues of the law. While this Site offers "bounties" to persons who engage in lawful conduct that results in the arrest, or death, of a police officer, or others, engaged in illegal, unlawful or just plain ol' stupid conduct, this site does not advocate, encourage or condone any conduct that is illegal or unlawful at any time by any person.

Definitions:

1. "Site" or the "Web Site" refers to all the pages of Killercop.com™, not to external links on the server where Killercop.com™ is hosted, including all files of every kind hosted on the server.

2. "USER" is each and every person, individual or representative of a corporation who visits this web page past this entrance page and who thereby views the Site or any of the Killercop.com™ graphics, files, pages, html or other presentations of information of any, and all kinds, hosted and part of the Killercop.com™ Site. An individual who visits this Site on behalf of, or in the course and scope of, an employer, also binds that employer to these terms and conditions.

3. "Cop" is any Los Angeles law enforcement officer, not retired.

4. "Killercop.com™" and all contents therein are the intellectual property of the OWNER.

5. Officer is any LAPD cop, LAPD police officer, LAPD school resource officer, or LAPD officer of any court, including, but not limited to, judges and/or LAPD attorneys, especially those LAPD attorney/judges holding unlawful courts. (See FAQ)

6. Attorney is any LA city, LA county, LA district, state or U.S. attorney, current or former.

Agreement: USER agrees to compensate OWNER with liquidated damages in the amount of ten thousand dollars ($10,000 U.S.) for every complaint lodged, in any manner, with any ISP, DNS, name server, administer, or other computer service entity, that is unfounded, untrue or which relies on unsupported allegations or material misrepresentations of the facts, depictions or scenarios contained in this Site. This does not include any expressions of opinion, provided they are identified as such.

In the event any USER, whether individual, group or entity, that engages in conduct such as spamming, denial of service attacks (such as pinging), ICMP storms, hacking, Trojan horses, or sending viruses that effect the ability of the Site to continue its presentation or which in any manner results in the removal of the Site for any reason, based on any such conduct described in this Agreement, USER agrees and shall pay damages in the amount of ten thousand dollars ($10,000 U.S.) for each day the Site is removed, down and/or off-line by the host, as a result of any such conduct described above.

WARNING OF POTENTIAL CRIMINAL RAMIFICATIONS:

Criminal sanctions may also apply under state penal codes by your jurisdiction. California PC 148.5, as an example. See also California Penal Code § 132, California Penal Code § 134 and California Penal Code § 502.

California Penal Code § 422.6. (a) A person, whether or not acting under color of law, shall not, by force or threat of force, willfully injure, intimidate, interfere with, oppress, or threaten any other person in the free exercise or enjoyment of a right or privilege secured by the Constitution or laws of this state or by the Constitution or laws of the United States in whole or in part because of one or more of the actual or perceived characteristics of the victim listed in subdivision (a) of Section 422.55.

Obstructing justice, witness tampering, or retaliating against someone for reporting a crime can be prosecuted under federal law (e.g., 18 U.S.C. § 1513 for witness retaliation).

This Site encourages the expression of free speech both as it may be supportive of this Site or any of the content herein, and especially those expressions of opinion that are contrary hereto.

Severability: Should any provision, sentence, or word of this agreement be found unenforceable by a court of law, it shall not affect any other provision hereof, and it shall be construed in a manner favorable to the Site and its owner, and shall be construed to the extent possible and enforceable, in favor of the Site.

7. Release of all Liability: USER releases Site, its publishers, owners, moderators and administrators, from all liability resulting from any actions of any third party who takes any action against any person, including violent action, against an officer, or any other person, place or thing, as a result of reading or viewing this Site.

8. Cookies: USER agrees to accept a cookie on their computer to identify that they have visited the Site.

9. Taxes from the "Bounty": USER agrees that she/he or they is/are responsible for any and all taxes due to any government agency of any kind in any country as a result of the collection of any "bounty" paid by the Site to the USER. The USER holds the Site harmless for any taxes relating to the "bounty," or any "bounty," paid by the Site or anyone else.

10. Jurisdiction:  This site is under the jurisdiction of the First and Second Amendment of the Bill of the Rights of the Constitution of the united States.

11. Attorneys Fees & Enforcement:  USER assumes all cost related to any legal action for any breeches of this agreement.

12. USER also agrees USER has read and submits to the site PRIVACY POLICY.

13. USER agrees USER has read and submits to the TERMS OF USE of this site.

14. USER agrees use of Killercop.com™ is an entitlement, NOT a right or a privilege.

15. Wallet, Cryptocurrency and Technology Requirements. You shall be responsible, at all times, for obtaining and maintaining, at your sole cost and expense: (a) all input/output devices or equipment (such as a computer/mobile device, up-to-date Internet browser version, modems, terminal equipment, computer equipment and software) and communications services necessary to access certain Services and for ensuring that such equipment and services are compatible with all relevant requirements; (b) a functioning crypto asset wallet suitable for use with Solana blockchain-based assets (a “Wallet”) capable of accessing the Bounty(s). We do not guarantee the quality, speed or availability of the Internet connection associated with any mobile device and/or computer. We do not guarantee that the Services can be accessed: (i) on all mobile devices; (ii) through all wireless service plans; (iii) in connection with all Internet browsers; and/or (iv) in all geographical areas.
